"No peace can be made with Japan on any terms short of unconditional sur- render," says the New York Times to-day, commenting on the Japanese atrocities in Hongkong.

"For Japan, as for Germany, atrocities are never accidents. They are parts of a design," the news- paper states. The United Nations must not, and cannot, retaliate on Japanese prisoners, but Hongkong may do for us what Nanking did for the Chinese. It may convince us that in the Japan of to-day, as in Germany, there is a spirit so diabolical that no peace can be made with it on any terms short of unconditional surrender."

"Retribution"

In Canada Mr. Hanson, Con- Zervative, leader in the Canadian Commons said Mr. Eden's report would renew our determination to end for ever the systems of government under which such bar- barities were permitted to happen."

Mr. Forde, the Australian Army Minister, said: “If there is anyone in Australia who believes there can be an easy peace with Japan, let him take warning from the atrocities committed at Hongkong." (Reuter, B.U.P., Exchange.)

JAPAN DENIES IT

Said Berlin Radio to-day: "The Jap command in Hongkong did everything to avoid the useless shedding of blood.

The enemy forces were asked several times to surrender, and by leaflets advice was given to the British to evacuate women and children to certain areas so that Innocent persons should not be- come victims of the fighting."-
